WHEREAS, the City of Lorain is required to conduct an SSES to meet obligations of their Capacity Assurance Plan with the US EPA; and
 
WHEREAS, the City of Lorain requires the services of a professional engineering firm to evaluate current and future conditions of the Sanitary Sewer Collection System and both wastewater treatment plants; and
 
WHEREAS, the last comprehensive SSES was conducted over twenty (20) years ago and new data is needed to ensure proper capital improvements and capacity upgrades for future needs from within and outside the City of Lorain, and;
 
WHEREAS, the City of Lorain will follow the rating and ranking guidelines as required by the Ohio Revised Code section 153.67 in selecting the professional engineering firm to create project plans and designs; and
