Resolution approving an amendment to a Planned Unit Development to allow for changes in the townhome phase of the project including, but not limited to, the footprint and the exterior elevations of a 10-plex townhome. The subject property is described as Lot 2, Block 1, The Neighborhood subdivision. (110-144 Dewey Lane); by request of Dewey Townhomes, LLC.

Recommendation/Action(s):

At the June 26, 2024, meeting, the Planning Commission recommended an amendment to a Planned Unit Development to allow for changes in the townhome phase of the project including, but not limited to, the footprint and the exterior elevations of a 10-plex townhome. with the following findings:
  1. The request is in keeping with the comprehensive planning policies of the City as the underlying land use plan identifies this parcel as "mixed-use commercial." which allows use of multi-family dwellings. 
  2. The proposal does not interfere with or diminish the use of the property in the immediate vicinity. 
  3. The proposal will not cause undue traffic congestion as the redevelopment plans provide sufficient parking stalls for the units. 
  4. There are no known historical or architectural resources on the site. 
  5. There are no known natural or environmental features on the site. 
  6. It will not cause a negative effect or effect on the city as a whole. 
  7. To the extent known, the development conforms with all other applicable regulations of the district and other applicable ordinances. 
  8. The proposal will not jeopardize the public's health, safety, and general welfare. 
     

Summary:

Dewey Townhomes, LLC, is requesting an amendment to a Planned Unit Development to allow for changes in the townhome phase of the project including, but not limited to, the footprint and the exterior elevations of the 10-plex townhomes. The subject property is described as Lot 2, Block 1, The Neighborhood subdivision.

With the planned unit development that was approved for the whole property, the development provides the following public benefits: 
  • The development is planned on an un-developed property (formerly the site of the City Public Works Office). 
  • The development offers a variety of different housing options for the area. 
  • The development offers affordable housing. 
  • The development offers common space, community gardens, and a playground.
The original plan showed a staggered building with each unit off-set from the adjacent unit. The original plan contained 9 units. The development agreement for the property called for 10 units to be constructed. The proposed dwelling units will be realigned to remove the off-set and one unit was added to the project in conformance with the development agreement that required 10 units to be constructed. The proposed units will be market rate rentals.

Access to the property will be off Dewey Street on to Dewey Court. 20 parking stalls are required and provided. The applicant is requesting flexibility to allow for tandem parking in order to meet the parking requirements and to provide green space in the front of the units. The plans show a single stall garage and an adjacent parking stall outside the garage. 

The applicant requested parking flexibility and agreed to limit occupancy to two unrelated or a family for the rental units, which requires two off-street parking stalls per unit.

The exterior finishes for the attached single-family homes are proposed to be an asphalt shingled roof, fiber cement panels in the color brown, around the larger windows on the front elevation, a fiber cement band board around the building in the color brown, lap siding in the color tan, and a Vetter stone veneer. As for the back side of the building that will be facing Sibley Parkway, the fiber cement band board continues around the building. The back elevation has been modified to include additional fiber cement boards to add some architectural interest. Also, on the back of the proposed buildings are square windows and lap siding in the color tan. The proposed building is 32'-6" feet tall and is under the allowed height of 35 feet in the zoning district. 

The floor plans for the units include:
  • The first floor of the unit will have a single stall garage, entry door and closet, and mechanical closet along with a staircase to the first floor. 
  • The first floor has a staircase, a kitchen and living room area, and a powder room. 
  • On the second floor of the unit, there are two bedrooms, a bathroom and a laundry room.
