Resolution approving the Mankato Regional Airport Disadvantaged Business Enterprise (DBE) Program Participation Plan for federal funding through fiscal year 2025.

Recommendation/Action(s):

Adoption of the attached resolution.

Summary:

The City of Mankato is required to have a Disadvantaged Business Enterprise (DBE) Program to comply with 49 CFR 26 since we fall into one of the below categories and let DOT-assisted contracts:
 
  1. All FHWA primary recipients receiving funds authorized by a statute to which this part applies;
  2. FTA recipients receiving planning, capital and/or operating assistance who will award prime contracts (excluding transit vehicle purchases) the cumulative total value of which exceeds $250,000 in FTA funds in a Federal fiscal year;
  3. FAA recipients receiving grants for airport planning or development who will award prime contracts, the cumulative total value of which exceeds $250,000 in FAA funds in a Federal fiscal year.
The current DBE Program is expiring and needs to be renewed through fiscal year 2025. The program attached to this agenda item can be used for FHWA, FTA, and FAA programs, except for the DBE goals, which may vary between FHWA, FTA, and FAA programs. Some DBE goals may be set globally, as is the case for the FAA, or by project in the case of FHWA and FTA.
 
The City of Mankato’s DBE Program for the Mankato Regional Airport will establish a minority and women-owned business participation goal of 1.5% on all Federally Assisted construction projects from the FAA.
 
Program requirements also include the annual monitoring of the DBE Program participation goal, and re-evaluation of the DBE participation goal percentage. Records will be kept to track and evaluate direct DBE participation, subcontractors’ lists, bidder lists, good faith efforts and other factors that may indicate evidence for subsequent adjustment of the DBE participation goal.
 
It is recommended that the City Council approve the city’s Disadvantaged Business Enterprise (DBE) Program by adopting the attached resolution.
