Resolution authorizing the City Manager to enter into a Professional Services Agreement with HR Green for design and construction engineering services for the 2026 Minnesota River Trail Project.
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
In November 2022, the Council authorized staff to submit a Transportation Alternatives grant on behalf of the City to reconstruct a portion of the Minnesota River Trail between Highway 169 and Main Street. The application was submitted in early January 2023 and the City was awarded $843,554.00 ($674,843.00 in federal funds with a $168,711.00 local match) in April 2023 for the 2026 project.
Recently, staff began working with HR Green to develop a scope of services for the project including:
Deliverables include:
Quality Management Plan (QMP)
The cost for HR Green to perform the tasks in the scope of work to produce the deliverables is $138,624.00. Preliminary engineering on the 2026 Minnesota River Trail project needs to begin in 2024 due to all the federal requirements to obtain the USACE Erosion Control Permit Application and Supporting Documentation; develop the project memorandum; obtain the Programmatic Categorical Exclusion (PCE); complete the DCP processes within the established timelines of the various federal agencies that HR Green will engage with in performing the work.
Staff recommends approval of the resolution authorizing the City Manager to enter into a Professional Services Agreement with HR Green for design and construction engineering services for the 2026 Minnesota River Trail Project.
