Resolution authorizing the City Manager to enter into a Professional Services Agreement with ISG for design and construction engineering services for flood damage repairs at the Sibley Park ballfields.

Recommendation/Action(s):

Summary:

The Sibley Park ballfields sustained heavy damage during the June 2024 flooding event where water from the Blue Earth and Minnesota rivers overtopped the banks covering the fields with several feet of water, leaving behind heavy layers of silt. Staff submitted the City’s preliminary damage assessment to FEMA on June 23, had our recovery scoping with FEMA on August 4, and intend to turn our damage inventory to FEMA prior to the November 3 deadline. The Sibley Park ball fields are contained in both the assessment and inventory at an estimated $525,000.00 cost to repair.
 
This is a high-level estimate based on the recent work completed at the Thomas Park ballfields and could be much less once the costs are known to restore the ballfields to a condition that existed prior to the flooding. The estimate includes replacing all fencing, grading, removal and replacement of the aglime infield, and seeding. Many of the repairs will be covered by FEMA public assistance, but the amount is yet to be determined.
 
Staff needed the assistance of a consultant to assess the condition of the ballfields to come up with an accurate cost estimate through preliminary design and perform final design, permitting, bidding assistance, and optional construction administration and received a $49,000.00 proposal from ISG to perform this work. If approved, the scope outlined in this proposal will start in fall 2024 and construction will start in the spring of 2025 and be completed in fall 2025.
