Resolution accepting project feasibility report and ordering improvements on City Project 11064; Cree Court outfall.
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
Due to heavy rains in 2014, the ravines on either side of Cree Point Drive suffered damage from erosion. In 2016, the residents of Cree Point Drive petitioned the City to make necessary improvements to the public drainage system to prevent additional damaging erosions. In working with the residents, a study was performed to determine the causes of erosion, the most vulnerable locations and the appropriate improvements to prevent this erosion. A project was developed and constructed in 2019 that made improvements to the public discharge for the ravine between Cree Point Drive and Teton Lane. Following the public improvements, the adjacent property owners made their own improvements to further stabilize the ravine and prevent erosion.
In 2023, staff were contacted by residents along Cree Point Drive with a request to perform a similar project to the previous one completed in 2019. This proposed project reviewed an appropriate improvement that would reduce the impact to the ravine from public drainage. The residents are also looking to make private improvements to further stabilize the ravine slopes and funds are budgeted for 2026 to accomplish this work. The proposed improvement location is in the ravine between Cree Point Drive and Shiloh Court. 50 properties were identified in the drainage area affected by this improvement and 39 of the property owners (78%) signed the petition that was received by staff on June 21,2023, and accepted by the Council on July 10, 2023.
Another previous improvement was made in 2013 to the overall drainage system with construction of Adam Street between Hope Street and Victory Drive. The reconfiguration of the Kearny Pond with that project allowed for drainage that previously discharged to this ravine to be redirected to the pond. However, additional erosion has continued though discharge of local drainage to the ravine.
Staff is recommending the Council consider this improvement per the attached feasibility report and the resultant costs and funding sources are as follows:
