Resolution declaring adequacy of petitions, waiving hearings and adoption of Final Assessments on Capital Improvement Project 11077; 2024 Miscellaneous Assessments.

Recommendation/Action(s):

Adoption of the attached resolutions.

Summary:

These individual petitions will be included in the 2024 bond issue, so a resolution adopting the final assessment roll is required by bonding regulations.
 
No assessment hearing is required since all the properties listed on the assessment roll have been petitioned by the owners for the improvements. 100% of the actual cost of the improvement is assessed to the property; no additional charges are added.
 
In 1994, in response to the need to eliminate infiltration of groundwater into the sanitary sewer system, especially from services on private property, the city council authorized financing through special assessments for properties that needed to bring utility services into code compliance. These are properties not associated with a current reconstruction project, and it allows properties to meet code without a large initial investment. Seven years ago, in response to the city-wide stormwater pollution prevention plan, the program was expanded to include hard surfacing or reconstruction of driveways and parking areas, and reconstruction of retaining walls.
 
From October 2023, through September 2024, 11 properties took advantage of the financing in the total amount of $186,076.08. Improvements performed included: connecting to city services and replacement or repair of utility services; and other necessary improvements to bring a property into compliance.
 
 

All assessments listed will be certified for collection beginning with 2025 property taxes and the repayment terms vary by the requests of the individual property owner. The annual interest rate is 4.5%. 
 
Local plumbers, excavators, and surfacing contractors are supportive of this program and often make its availability known to citizens contemplating improvements to their properties.
 
Notices were sent to the affected owners on September 30, 2024, regarding the final assessment and adoption of those assessments.
