Adoption of the attached resolutions.

The City of Mankato manages and operates the Special Service Districts for Parking and Maintenance. Prior to staff recommendation to approve the annual budget and assessments, staff met with the property owners to review the budget and obtain input on October 3, 2024. Five (5) members attended the meeting with handouts provided and mailed to non-attendees. Staff again met with the property owners on October 25, 2024. Topics presented and discussed included:
 

• Proposed parking district budget and assessments for 2025.
• Proposed maintenance district budget and assessments for 2025.
• 2025 planned maintenance items.
• 2025 planned capital projects.

Overview of the 2025 Budget

• The assessments proposed are $606,260 for the Parking District and $71,687 for the Maintenance District in fiscal year 2025.
• The assessments will balance the Special Service District Budgets for fiscal year 2025.
• The parking assessments will affect 51 different properties, and the maintenance assessments will affect 27 different properties.
• City staff have reviewed the listed parcels and records to determine the appropriate land use as specified by Section 10.85 of the City Code.
• All listed parcels will be assessed (unless otherwise noted) according to the apparent land use in effect as of September 2024.
