Resolution approving the 2025 Public Transit Service Agreement with North Mankato.

Summary:
The City of North Mankato has requested the continuation of transit service for calendar year 2025. Under the agreement, transit services to be provided include:
The North Mankato City Council approved the attached agreement at their December 2, 2024, meeting with staff presence in attendance. Under the agreement, the City of North Mankato shares the direct cost of service through reimbursement for required matching funds and capital replacement costs.
This agreement is contingent on the continuation of federal resources under the Urbanized Area Formula Funding program (49 U.S.C. 5307) through the Minnesota Department of Transportation (MnDOT) Office of Transit and Active Transportation. The Urbanized Area Formula Funding Program authorizes grants to public transit systems in urban areas with populations of more than 50,000 for both capital and operating projects. Based on population and density figures, these funds are distributed directly to the transit agency from the Federal Transportation Administration.
The federal and state funding share totals 95 percent of eligible costs incurred through operations of the Fixed Route and 95% of eligible costs incurred through operation of the Paratransit demand response. The balance is provided by a local match which may be comprised of the following sources:

Total Cost Per Revenue Hour $45.15

- Fixed Route (Route 5) for commercial, industrial, academic, and civic centers on a thirty-minute frequency from the Cherry Street Bus Stop:
- Weekdays between the hours of 6:05 a.m. and 6:05 p.m. (12.00 revenue hours)
- Saturdays between the hours of 10:00 a.m. and 6:00 p.m. (8.0 revenue hours)
- Paratransit Service is made available to eligible residents with disabilities Monday through Sunday.

- Cash from nongovernmental sources i.e., farebox revenue.
- Non-farebox revenues from the operations of public transportation services, such as the sale of advertising.
- Amounts received under a service agreement with a state or local service agency; in this case the City of North Mankato. For this agreement, the estimated amount to be paid by the City of North Mankato is $156,941.
