Motion awarding quotes for flood damage repairs on Thompson and Wilson creeks.

Summary:
Wilson Creek repairs:
The riprap along Wilson Creek in Clair’s Creek Park sustained damage and/or was washed away during the June 2024 flooding event. The staff has obtained a quote from Dirt Merchant, Inc to complete the work and the estimated cost of the work is $19,851.70. Work includes installing riprap to miscellaneous areas along the creek bed where high water levels created voids above existing rip rap along with miscellaneous grading adjacent to where the new rip rap is placed.
Thompson Creek repairs:
The gabion baskets along Thompson Creeks sustained extensive damage during the June 2024 flooding event. The staff has obtained a quote from Dirt Merchant, Inc to complete the work and the estimated cost of the work is $145,866.74. Work includes removal of the damaged gabion baskets, concrete footing underneath the gabion baskets, fence, trail, and any trees or brush necessary to complete the work, which will be followed by construction of a new footing, installation of new gabion baskets, and restoring the trail, fence, and the overall work site.
The staff submitted the City’s preliminary damage assessment to FEMA on June 23, had our recovery scoping with FEMA on August 4, and turned our damage inventory to FEMA prior to the November 3 deadline. The Wilson and Thompson creeks repairs were included in both the assessment and inventory.
Staff are bringing this motion before the Council as the repair of Wilson and Thompson creeks are unbudgeted expenses and recommends the Council approve the motion awarding quotes to Dirt Merchant, Inc for flood damage repairs on Thompson and Wilson creeks.
