Resolution adopting fees for Cannabis Business registration.

As part of the adoption of the cannabis registration ordinance, staff have been reviewing the appropriate fees for business registration. Minnesota Statutes 342.22 set the initial registration fees collected by a local government may be $500 or half the amount of the applicable initial license fee of the State, whichever is less, and renewal registration fees may be $1000 or half the amount of the applicable renewal license fee of the State, whichever is less. Staff recommend setting the fees at approximately 70% of what our limits are. We intend to monitor the amount of staff time needed for registration and renewals during the next two years and will review the fee structure at that time.
 
It is important to note that the State is not charging a fee for the initial license of a microbusiness, which is why the proposed registration fee is also set to $0.
