Resolutions approving the Transportation Alternatives Grant Application for the Trunk Highway 169 Underpass at River Lane.

Adoption of the attached resolutions

On December 9, 2024, the City Council approved a resolution authorizing the City Manager to apply to the Area Transportation Partnership for Transportation Alternatives for funding for the City’s share of the 2027-2028 TH 169 Improvements. The Transportation Alternatives program is designed to support alternatives to vehicular travel. As such, the City’s application looks for funding related to the City’s share of the proposed TH169 Non-Motorized Underpass at River Lane. The City’s share of this yet unfunded improvement is estimated to be approximately $2.2M. The Alternative Transportation program will allow an application for up to $1.3M of this amount. The remaining costs are either ineligible for this program or part of the required local match.
 
The application requires submitting agencies to include three resolutions:

• Resolution agreeing to Maintain Facility – This resolution states that the City of Mankato is prepared to maintain and operate the new underpass.
• Resolution from Sponsoring Agency – This resolution acknowledges that the City of Mankato is the eligible local sponsor for this improvement and is willing to secure funding for non-grant-funded costs and to see the project through to completion.
• Resolution of Support from Participating Local Unit of Government – This resolution states that the City of Mankato supports the project as proposed and is willing to secure local funding for the project and to see the project through construction – very similar to the resolution above.
