Resolution authorizing the City Manager to enter into a Cooperative Construction Agreement with Blue Earth County for the construction of the Victory Drive Signal and Lighting Improvements project.

The City of Mankato plans to install a signal at the intersection of Victory Drive and Hazeltine Road along with installation of continuous lighting from Highway 14/60 to Premier Drive. The roadway is a minor arterial that serves as a main north south connection though the middle of the City of Mankato. 
 
The improvements in the project have been deemed necessary due to ongoing adjacent development such as continued development of the R and R Subdivision and establishment of the Victory Commercial Subdivision. Pedestrian and ADA improvements at the intersection of Victory Drive and Hazeltine Road will also accompany the signal installation. The project is anticipated to be completed in 2025. 
 
The anticipated cost for the City of Mankato is estimated at $577,130.48 and the anticipated cost for Blue Earth County is $281,982.76. The City of Mankato is assessing a portion of its costs for the signal and lighting improvements in accordance with Subdivider Agreements and applicable assessment rates.
