Recommendation/Action(s):

Motion to refer Land Use Plan Amendment (1416, 1420, 1430 2nd Avenue) to the Planning Commission on May 28, 2025; by request of Wrestling Brotherhood.

Summary:

The City of Mankato has received an application for an amendment to the Land Use Plan from Wrestling Brotherhood. Wrestling Brotherhood is requesting an amendment to facilitate the development of a wrestling gym in the former Mac's Bar location.

The proposed amendment seeks to change the guided land use designation from Light Industrial to Medium Density Residential.

Wrestling Brotherhood conducted a neighborhood meeting to address the items listed in the City of Mankato's Land Use Plan Amendment process. The proposal aligns with the concepts presented in the strategic plan and is consistent with the redevelopment of the neighborhood which includes housing and other services. According to the City Charter, upon receiving a proposed comprehensive plan or modification from the City Manager, the Council must refer the proposal to the City Planning Commission. The Commission is required to review the proposal and submit its recommendations within a timeframe specified by the Council.

Following the Planning Commission's review, the City Council will conduct a public hearing before adopting the proposed plan or modifications by resolution, with or without amendments.
 

City staff recommend the Council refer the proposal to the Planning Commission for review during its May 28, 2025, meeting. The Planning Commission will then report its recommendations to the City Council for consideration at the June 9, 2025, meeting, where a public hearing will be scheduled for July 14, 2025. This timeline is contingent on the Planning Commission proceeding without postponement.

Notices regarding the May 28, 2025, Planning Commission meeting will be sent to property owners and renters within 350 feet of the property. Additionally, a notice will be published in the designated newspaper to inform the public of the potential review.
