Motion to apply for the MnDOT 2026 Transit High Frequency Service Pilot Grant.

Motion to proceed with the application for MnDOT’s 2026 Transit High Frequency Service Pilot Grant.
Summary:
MnDOT announced that the Transit High Frequency Service Pilot Grant will open on May 1, 2025.
The Transit Development Plan 2023 addresses the Fiscally Constrained Scenario for redistributing service hours to provide year-round connections to Minnesota State University Mankato (MNSU) and South-Central College students throughout the urbanized area.
On Saturdays, MNSU student residential areas are not linked to the transit system. This service has not historically been provided through previous service agreements with MNSU. This is an opportunity to pilot the service connection. Feedback from students identifies Saturday services would benefit students using the university dining hall and connect them to the larger service area.
Route 1 serves the following apartment complexes: Eastport, Campus View, The Grove, Meadowview, The Quarters, Stadium Heights, College Station, Summit, and connects to the Student Union, where Routes 10 and 11 connect to the rest of the transit system.
Route 1 Saturday Service from 8:30 am to 8:30 pm would cost approximately $116,000.
Staff recommend applying for the grant and returning to Council with the agreement when received.
