Consideration of bids on Capital Improvement Project Number 11114; Germania Park – Phase 5.

Summary:
On May 1, 2025, bids were opened on Capital Improvement Project Number 11114. Three bids were received, with the low bid submitted by Holtmeier Construction, Inc. of $1,594,320.97. The engineer’s estimate in the feasibility study for construction costs was $1,671,611.11.
Staff recommends awarding the construction contract for Capital Improvement Project Number 11114 to Holtmeier Construction, Inc. The contract has a final completion date of November 14, 2025, and construction is anticipated to start in mid-June.
Staff and representatives of the contractor will meet with the property owners prior to construction to explain the work schedule, access to homes and businesses during construction, mail delivery, garbage collection, and other miscellaneous items of interest to the residents.
As part of this project, Pentagon Acquisitions, LLC has petitioned the City to construct private utility services to serve a future development on their property located on 8th Avenue. The cost of this work, estimated to be $260,228, will be 100% assessed to the property owner. The construction of these improvements as part of this project avoids future disruption to 8th Avenue.
