Resolution authorizing application for Flood Hazard Mitigation Grant Funds.

Since 1987, the Minnesota Department of Natural Resources (DNR) Flood Hazard Mitigation (FHM) Grant Assistance Program has awarded over $590 million in cost-share funding to local governmental units around the state. This funding leverages local resources to plan, design and implement flood risk reduction measures. In 2024, the City experienced flood damage to the Highland Park Slope and submitted the area as a project for FEMA funding. We have developed the engineering for the project and feel the project is ready to be submitted for consideration. Unfortunately, the project was not approved by FEMA and the City continues to be interested in completing the project. We estimate the project to be approximately $650,000. The grant is a matching fund grant program and accepts applications on a rolling basis.
