Report on project and motion approving Change Orders 1-4 for Capital Improvement Project 11131 – 2025 Adams Street Resurfacing (Alleys and Sidewalks) Project.
Recommendation/Action(s):
Motion approving change orders.
Summary:
In accordance with Section 2-8 of the Mankato City Code, the City Manager is to report as soon as practicable on change orders approved under $100,000. The following is a summary of change orders to date for 11131 – 2025 Adams St Resurfacing (Alleys and Sidewalks) Project, which exceeds 10% of the construction cost.
Construction is ongoing on Adams Street and at the time of this report the concrete milling, cracking, and seating is complete. The isolated concrete curb and gutter, sidewalk, and ADA work are expected to be completed the week of September 22nd. The bituminous paving will immediately follow, starting with a leveling course and then two lifts of roadway pavement. The reopening of Adams St between TH 22 and Raintree Rd is anticipated for early October, followed by the closure of the intersection of Adams St and Raintree Rd for two weeks for reconstruction.
As part of the construction to date, the following change orders have been identified:
Change Order 1
Prior to the start of construction and any roadway closures, the Engineer has determined that additional temporary traffic control signage should be installed for access to the River Hills Mall to alleviate traffic congestion along the proposed detour route. The additional signage will be placed along Trunk Highway 14, directing motorists to use the Victory Dr exit. All signing was permitted by MnDOT. The value of the work is $5,807.42.
Change Order 2
After the start of construction but still within the first week, the Engineer has determined that additional temporary traffic control should be installed in the form of construction business signing for River Hills Mall. The additional signing will be placed along the detour route on the same signposts as the current Adams St detour signing along TH 22, Madison Avenue, and Raintree Road. The value of the work is $2,651.72.
Change Order 3
The Engineer has determined the proposed bituminous pavement section at the northern limits of the intersection of Adams St and Sioux Road will not adequately promote drainage through the intersection. The Engineer has directed that this section of proposed bituminous pavement be replaced with concrete pavement 8.0”. The concrete pavement will provide better resistance to shoving and rutting from frequent vehicle turning movements entering and exiting the River Hills mall. The quantity for Bituminous Patch Special 2 will be reduced by the Concrete Pavement 8.0” quantity. The value of the work after reduction is $63,515.40.
Change Order 4
The Engineer, in coordination with Public Works staff, has determined the in-place manhole castings and gate valve sections in the project area are not suitable for reinstallation with the resurfacing construction process. The City of Mankato Public Works will furnish new ductile iron manhole frames, and the Contractor will furnish and install new casting lids. In addition, the Engineer has determined one precast sanitary sewer manhole is damaged and not suitable to remain in place with the resurfacing construction process. The Engineer has directed the damaged section of the sanitary sewer manhole to be removed and replaced. The value of the work is $13,105.12.
Alley construction is ongoing. At the time of this report, the Contractor sawcut the pavement edges to prepare for pavement removals along the alleys between Byron Street and Parsons Street. Pavement removals will begin the week of September 15th, with roadway grading and paving to follow. Construction in the alleys adjacent to Harper Street and Maxfield Street is expected to begin in late September.
The work associated with the miscellaneous sidewalks is complete.
The original contract value was $723,002.10 with total change orders to date of $85,079.66. The current contract value is $808,081.76. The additional contract value is proposed to come from the contingency budgeted for the project and Municipal State Aids funds. The awarded low bid was over $200,000 below the Engineer’s estimate.
