Report on project and motion approving Change Orders 1-2 for Capital Improvement Project 11084; Victory Drive Signal and Lighting Improvement Project.
Recommendation/Action(s):
Motion approving change orders 1-2.
Summary:
In accordance with Section 2-8 of the Mankato City Code, the City Manager is to report as soon as practicable on change orders approved under $100,000. The following is a summary of change orders to date for 11084 – Victory Drive Signal and Lighting Improvement project.
The project is substantially complete and currently undergoing final inspection to conclude final completion and/or final punchlist.
As part of the construction to date, the following change orders have been identified.
Change Order 1
During construction, the Engineer, in coordination with Public Works staff and the Contractor, determined that additional work was required. The Engineer directed the following additional work:
Change Order 2
The Engineer, in coordination with Public Works staff, has determined that, due to the curvature of Victory Drive along the westbound direction, the Emergency Vehicle Preemption (EVP) detection is occurring later than desired. The concern is that emergency vehicles are not being provided with a green light upon their arrival at the intersection. The Engineer has directed the placement of an advanced preemption detector/indicator further east along Victory Drive past the curvature of the roadway to provide the necessary detection and enhance emergency response time and intersection safety. The value of the work is $11,066.16.
The original contract value was $655,589.45. A contract amendment was approved at the September 8th City Council meeting for a current contract value of $666,089.49. The total change orders to date are $35,612.62. The additional contract value is proposed to come from a contingency budget for the project and is an assessable cost.

- Additional signal conduit for connection to city fiber and camera system improvements
- Traffic control changes to reduce conflicts between motorists and construction operations
- Handhole adjustment to accommodate sidewalk ADA improvements
