Set November 10, 2025, as the date of the public hearing to review a rezoning of the subject parcel from T, Transition, to B-3, Highway Business District (901 South Victory Drive), by request of APX.

Summary:
APX Construction Group, with permission of the owner, is requesting to set the date of hearing for the rezoning of the subject parcel from T, Transition, to B-3, Highway Business. In addition to the rezoning, the preliminary plat review of Evenson Subdivision and annexation.
The subject parcels are located at 901 S. Victory Drive and are generally described as being located in the East ½ of the Northwest ¼, Section 21, Township 108 N, Range 26 W, lying south of Highway 83 and east of Highway 22, excluding Stanley Subdivision, Blue Earth County. The Blue Earth County parcel identification number is R430921177001.
Rezoning
The subject site is currently located in Mankato Township, and the applicant has requested annexation of said parcel. Upon annexation, the parcel will be given a temporary zoning classification of T, Transition.
With this request, the applicant is seeking the permanent City of Mankato zoning classification of the parcel as B-3, Highway Commercial. The B-3 district is designed and intended to provide for automobile-oriented commercial developments within the vicinity of streets with functional classifications of either arterials or major collectors. Such commercial developments are generally characterized by large parking areas. The district also encourages a broad range of business and light industrial activities. Permitted uses within the district include a wide range of commercial uses. Conditional uses within the B-3 also include a range of uses, including the recently amended ordinance to include multifamily housing. As noted previously, the applicant will be required to obtain a conditional use permit in order to implement their concept plan.
The rezoning request is consistent with the underlying land use classification of the parcel, which is "commercial". The parcels located directly to the east and south of the subject site also have an underlying land use designation of "commercial". The use of the properties in the immediate vicinity to the east, while still located in the township, is commercial in nature. A building supply company and an automobile sales business is located to the east of the subject parcel.
Preliminary Plat
The preliminary plat of Evenson Subdivision depicts a new one-lot, one-block subdivision that encompasses 3.89 acres.
Standard easements are shown on the north, south and east sides of the plat. The applicant has indicated that there may not be sufficient room on the westerly side for an easement based on the proposed location of the structure. A recommended condition is included herein that is in conjunction with the submission of the final plat.
The plat contains two wetland areas, one on the western side of the parcel and one on the eastern side of the parcel, and an easement is shown to represent the required 16.5' wetland setback around each of the wetland areas. The applicant will be required to submit a No Loss request with the submission of the final plat to ensure that the existing wetlands will not be impacted by the proposed project, or if there are impacts proposed, the appropriate application will be required.
The concept plans for the site show a new grouped housing project that has two multifamily apartment buildings. Each building is proposed to contain 36 units for a total of a 72-unit development. The applicant will be required to submit a conditional use permit and a certificate of design compliance for the proposal at the subject location. During the review process for the conditional use permit and certificate of design compliance, components applicable to those requests will be reviewed, including the details of the proposed internal recreational amenities, finishes, etc.
Additional reviews for the proposed development will include the final plat review, conditional use permit, and certificate of design compliance.
