Resolution authorizing the City Manager to apply to the Minnesota Pollution Control Agency (MPCA) for the Rosewood Pond Drainage Improvements Feasibility Study.

Summary:

The Minnesota Pollution Control Agency (MPCA) is soliciting funding applications through its 2026 Stormwater, Wastewater and Community Resiliency Planning Grant program. Applications are due December 11, 2025. This grant is intended to fund planning studies that improve stormwater resiliency within communities in Minnesota and reimburses up to 90% of the engineering costs associated with planning studies of this kind. Funded projects need to be completed between May 2026 and June 2027.
 
Previously completed studies have identified potential improvements to Rosewood Pond, including the development of the Southeast Drainage Project. It is proposed to complete a more detailed feasibility study that builds on already completed work to more fully identify buildable alternatives to improve stormwater systems in the area and to develop preliminary designs and cost estimates for the most feasible alternatives.
 
This feasibility study is anticipated to cost approximately $150,000. If funded, the 10% local share, $15,000, would be funded as part of the 2026 stormwater budget. Preparation of the grant application is estimated to cost $2,500.
