Resolution authorizing the City Manager to enter into an updated agreement with Lime Township for Planning Services.
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
In 2018, the City of Mankato entered into an updated Orderly Annexation Agreement with Lime Township. As part of the updated agreement, the Township and City agreed to provide planning support staff to the Township via a separate agreement.
Staff met with the Lime Township Board and prepared an agreement addressing the terms for staffing. The agreement was valid for a period of two years beginning on June 1, 2018. The agreement was then automatically renewed unless one of the parties provided an intention to leave the agreement by June 1 of the year prior to the renewal.
Under the existing agreement, the City provides planning, staffing and permitting services to Lime Township. In consideration for the services provided, the Township pays to the City of Mankato a sum of $1,000 per month (amended from the original amount of $500), to be invoiced monthly by the City to the Township. In addition, the City of Mankato collects and retains all fees associated with providing the services above. The fees are annually established by resolution of the Lime Town Board, and are based on fees established the previous year and any necessary adjustments as may be deemed necessary or requested by the City of Mankato.
Under the new agreement, the following modifications will occur:
Staff is preparing a permitting system within the financial software in order to process land development permits for each Township.

- The agreement begins in January 2026 and expires in December 2027. There is an automatic renewal clause.
- Lime Township will establish a Planning Commission. The City of Mankato Planning Commission will no longer review Township Planning Commission Items.
- The Township will handle recording documents and minutes.
- The Township will establish an escrow account for planning activities.
- Adjustment to the monthly rate.
