Report on project and Change Orders 1-4 for Capital Improvement Project 11001; Land of Memories Trail.

Summary:
In accordance with Section 2-8 of the Mankato City Code, the City Manager is to report as soon as practicable on change orders approved under $100,000. The following is a summary of change orders to date for the following projects:
11101 – Land of Memories Trail – Change Orders 1 through 4

- The Engineer has determined the Contract needs to be revised in accordance with specification 1512.1 - Unacceptable Work is allowed to remain in place and apply a monetary deduction to the Contract Unit Price. The average percent passing the 200 sieve for the aggregate base, class 5 gradation does not meet the specified requirements. The Engineer has determined the material meets the engineering intent, but is failing the specification requirements. A monetary price reduction of 15% will be applied to the aggregate base, class 5.
- The Engineer has determined the Contract needs to be revised in accordance with specification 1605 - Substitute Materials only as approved by the Engineer. The Engineer has determined that the proposed light pole diameter should be increased to 6.0-inch to accommodate the required conduit and wiring. The Contractor will supply the 6.0-inch diameter lighting units with no changes to the supplier. The Engineer has determined the lighting system conduit diameter can be reduced and still meet the intended design purposes of the project.
- The Engineer has determined the Contract needs to be revised in accordance with specification 1402.5 - Extra Work. The Engineer has determined that the source of power for the subject project should be relocated approximately 650 feet west of the planned location. The revised location allows for installation out of the expected flood-prone area. Additional conduit and wiring are required to extend the lighting system to the source of power.
- The Engineer has determined the Contract needs to be revised in accordance with specification 1402.5 - Extra Work. The Engineer has been coordinating construction with the adjacent property owner at 708 Olive Street. The property owner has concerns regarding privacy related to the proposed retaining wall and trail constructed along Amos Owen Lane. The Engineer recommends installation of a privacy fence screen to accommodate the property owner's requests.
