Motion approving liquor license renewals.

Under Chapter 3 of the Mankato City Code, liquor licenses renew on May 1 of each year. Applications have been submitted and background checks of all owners/applicants, managers and local contacts have been completed. A background investigation of all persons and premises described reveals nothing to preclude renewal of licenses. 

In 2025, alcohol compliance checks were completed with four failures (Courtyard Mankato, Maverick's Sports Grill, Ten20 Tavern and Tokyo Sushi & Hibachi), occurring based on 76 checks. Each establishment received a strike against their license and a $500 civil penalty. Complimentary training by Mankato Public Safety was offered to all establishments that failed the compliance check. Recently, follow-up checks were completed for the establishments that previously failed, and thus needed the required six-month recheck, and all the establishments passed. 

In 2025, three establishments received strikes outside of compliance checks based upon conduct and alcohol-related violations as follows:

• The Underground received one strike on August 28, 2025, which resulted in a $500 penalty.
• JD's Hideaway has two strikes, one on September 18, 2025 ($500 civil penalty), and one on October 4, 2025 ($1,000 civil penalty), against the liquor license, which resulted in a problem-solving conference.
   
• Los Dos Primos has three strikes, two that were issued on May 1, 2025 ($1,500 civil penalty), and one that occurred on December 2, 2025. To date, we have not received renewal paperwork; thus, they are not on the attached list.
