Request of Bolton and Menk, on behalf of the owner, Old Town Riverfront Properties, LLC., for preliminary and final plat review of Eastwood Energy Center No. 7. The subject properties are described as Tract B, Registered Land Survey No. 175, (Blue Earth County PID R010903400026).

The anticipated date of City Council action will be June 8, 2026. 

Applicant

The applicant is Bolton and Menk, on behalf of the owner, Old Town Riverfront Properties, LLC. 

Request

The applicant is seeking the preliminary and final plat review of Eastwood Energy Center No. 7. 
The proposed plat creates a one block subdivision with three new lots, where one large lot is presently located. Lot 1 is 8 acres; Lot 2 is 4.40 acres and Lot 3 is 6.0 acres.

Location

The property is currently addressed as 1751 Energy Rd. 

Existing Land Use

The land is currently vacant. 

Zoning

The property is zoned M-1, Light Industrial District. 

Environmentally Sensitive Areas

The Environmentally Sensitive Areas Map indicates that there are no known environmental conditions on the property. 

Blue Earth Pond South is located to the east of the subject property.

Public Utilities

City services have been extended to the site via connections to Energy Drive. Records show that there are only two sets of sewer and water services to the subject property. The applicant will need to connect for the third identified property.

Site Plan Review Comments

The Site Plan and Traffic Review Committee met on May 12, 2026, and submitted the following comments: 
    1. The applicant shall be aware that the address will be as follows:
        1. Lot 1: 1731 Energy Drive
        2. Lot 2: 1751 Energy Drive (existing address)
        3. Lot 3: 1761 Energy Drive
    2. If not already done, the applicant shall log into the online portal and make notification payment.
    3. The applicant shall provide a Traffic Impact Study (TIS) as part of future Site Plan submittal. The applicant shall coordinate with the City Engineer the scope of the TIS based on combined estimated trip generation for the proposed land uses.
    4. The applicant shall provide a detailed drainage report for the development as part of future Site Plan submittal.  This report may include, but not limited to, impervious coverage calculations, water quality volume required and provided, rate control for pre-and-post construction, etc. This is consistent with City Codes and Grading Manual requirements.
    5. The applicant shall be aware this falls under the Common Plan of Development rules and regulations for stormwater.
    6. The applicant shall provide a replacement plan for the existing stormwater BMP on the southeast corner of concept lot 3. What is currently provided must be replaced.
    7. The applicant is aware of the existing stormwater basin to the east of the subject parcels and understands that the basin can support the project to pre-2005 rainfall and design standards. If the applicant chooses to utilize or claim some stormwater compliance to be achieved through the existing pond, compensatory storage and treatment will need to be provided on subject properties to retain and treat differential runoff between 2005 and development year standards. In lieu of this requirement, the applicant may choose to provide all site stormwater treatment onsite.
    8. The applicant shall be aware that City records appear to show only two sets of sewer and water services to the subject property.
    9. The plat shall reflect the wetlands that have been investigated on the site. Alternately, the applicant shall provide the NOD demonstrating that no wetlands were found on the subject site.
    10. The applicant shall provide an easement or other documentation for the stormwater pond area and the shared access drives for the subject property.

Review

The applicant, Bolton and Menk, is seeking the preliminary and final plat review of Eastwood Energy Center Number 4. The parcel was previously registered as a land survey in 2023 and at the time identified parcel lines and setbacks. 
 
The proposed plat creates a one-block subdivision with three new lots, currently reflected as 1 lot on the registered land survey. Lot 1 is 8 acres; Lot 2 is 4.40 acres and Lot 3 is 6.0 acres.
 
The developer wishes to create a three-lot plat to create new building sites for two identified future tenants that meet the zoning requirements for use. 

Blue Earth County Pond South is located to the east of the development. Stormwater will need to be handled on site for each building constructed. The concept plans do reflect ponding for both identified tenant build-outs. 

The applicant will be required to submit a traffic study at time of permitting. 

Findings

Staff submits the following findings:

General Requirements:
  1. The site is designed in conformance with the location and width of streets, the general drainage location, lot sizes and arrangement.
  2. A drainage study is being prepared and will be submitted to verify compliance with the City drainage requirements
  3. The site will need to conform to the Common Plan of Development rules and regulations for stormwater. Applicant shall continue working with the City Engineer on design and requirements. 
  4. The uses identified conform to the zoning types of the parcels. 
Streets:
  1. The street right-of-way widths conform to the standards listed in Chapter 10 of the Mankato City Code.
  2. The proposed subdivision does not contain any new public streets. 
Easements:
  1. The proposed preliminary plat provides the standard easements required in Chapter 10 of the Mankato City Code.
Block Standards:
  1. The blocks within the subdivision were designed for the intended end use as industrial lots. 
Lot Standards:
  1. The lots within the subdivision are intended for industrial development. The lots are designed in conformance with the standards set forth in Chapter 10.
  2. The concept plan for the industrial areas conforms to the minimum lot size requirements.
Public Sites and Open Spaces:
  1. The applicant is not required to make a park dedication as the property was previously platted.

Recommendation

Staff recommends approving the preliminary and final plat with the following conditions:
  1. The applicant shall continue working with city staff regarding site design, drainage, and storm water management. 
  2. The applicant shall submit a traffic impact study for each buildout at the time of building permit. 
  3. The applicant shall provide an easement for the stormwater pond area and the shared drives for the subject property. 
  4. The applicant shall be required to pay water and sewer connection fees. 
  5. The applicant shall submit a plan reflecting that the wetlands have been investigated on the site. Alternately, the applicant shall provide the NOD demonstrating that no wetlands were found on the subject site.
