Resolution considering bids for the Membrane Treatment System (Reverse Osmosis Pilot) Project.
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
On March 23, 2026, the City Council authorized the City Manager to solicit quotes from qualified vendors to provide equipment to conduct a reverse osmosis pilot project at the Water Treatment Plant. This pilot project was a recommendation of the 2025 Water Treatment Facility Plan and is intended to test a promising water treatment technology for future full-scale implementation.
Bids for the project were opened on May 29, 2026. The following three bids were received:
A review of the bids found that all three submitted bids contained significant discrepancies from the published bidding documents. It is recommended that the City Council reject all bids and authorize the City Manager to re-solicit for the project. Staff will work with the City Attorney to ensure the proper procurement process, bids, quotes or proposals, is followed. Results of the new solicitation will be brought back to the City Council for approval.
