Resolution to approve the Professional Engineering Services Agreement for the Taxiway A/D/E Intersection Reconstruction and Airfield Marking Enhancement Project.
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
Pursuant to April 1, 2024, Professional Services Agreement with TKDA, Mankato Airport is requesting approval of Construction Phased Services (Administration) and Project Closeout for the following two projects from the 2026 Capital Improvement Program combined as one construction project.
Construction Phase (Hourly) $205,600.00
Closeout Phase (Lump Sum) $9,600.00
As Council recalls in a recent resolution to select a bid from Mathiowetz Construction and submit a grant request for the Airport Taxiway A/D/E Reconstruction and Enhanced Taxiway Markings Project. The grant request is for discretionary funding and the project is contingent upon receipt of funding.
Project Background:
The intersection between Taxiway A, Taxiway D, and Taxiway E currently exists as a multi-node intersection with nonstandard intersection angles. In addition, the taxiway pavements are quickly approaching the end of their design service life. The taxiway intersection shall be reconstructed and realigned to provide two standard taxiway intersections with 90-degree intersection angles to provide enhanced pilot situational awareness and conform with modern FAA standards.
The existing taxiway markings will not comply with FAA standards after the Air Traffic Control Tower is operational. New surface painted holding position signs, enhanced taxiway centerlines, and movement/non-movement area boundary markings are required. Enhanced taxiway markings are intended to provide additional visual cues to taxiing pilots to help them identify the location of the runway holding position as a runway incursion prevention initiative. For Part 139 airports, all taxiways that intersect a runway must have an enhanced taxiway centerline marking.
