Report on project and change orders 1 & 2 for Capital Improvement Project 11193; 2026 Resurfacing.

No action, informational only.

In accordance with Section 2-8 of the Mankato City Code, the City Manager is to report as soon as practicable on change orders approved under $100,000. The following is a summary of change orders to date for the following projects:

11193 – 2026 Resurfacing – Change Order 1
 

• During the Stage B closure (East Main Street from Garden Boulevard to Agency Street), wayfinding signage for the hospital will direct traffic to Oaklawn Avenue. Based on the increased traffic expected along Oaklawn Avenue and Garden Boulevard throughout the duration of construction, the Engineer has directed the Contractor to install no parking signs along Oaklawn Avenue from East Main Street to Marsh Street and along Garden Boulevard from East Main Street to Oaklawn Avenue. The installation of the no parking signs on these roadways is supported by the Mayo Clinic Campus.

11193 – 2026 Resurfacing – Change Order 2

After implementing the Traffic Control Plan for the Stage B closure (East Main Street from Garden Boulevard to Agency Street), there were some traffic-related observations as follows:

• Drivers were missing the temporary stop signs and driving through the intersections of Dane Street, Marsh Street, Agency Road and Glenwood Avenue.
   
• Traffic was trying to use Alta Drive and Clover Lane as a cut through from Agency Road.
• Cars were going past the road closed-ahead sign at Oaklawn Avenue and driving towards Garden Boulevard where there was not a place to turn around or an outlet, so they continued through the construction zone.

Based on the observations of the existing traffic control plan, the Engineer has directed the Contractor to do the following:

• Add stop signs on the left side of the road at Marsh Street and Dane Street and at Agency Road and Glenwood Avenue. This is in addition to the temporary stop signs that have been placed on the right side of this intersection.
• Add flags to all temporary stop signs on the right and left sides of Marsh Street and Dane Street and at Agency Road and Glenwood Avenue.
• Adding road closed to through traffic signs on a type III barricade facing Agency Road at Alta Drive and Clover Lane
• Adding additional Type III barricades on the east side of Oaklawn, so there is only 1 car width of an opening to try and prevent through traffic from going any further than Oaklawn.
• Adding temporary stop signs on the left side at Bruels Street and Glenwood Avenue and installing flags with all 4 temporary stop signs at Bruels Street and Glenwood Avenue during Stage A — the next stage of construction.
