Motion to release the Request for Proposals for the 2028 Transit Development Plan.
Recommendation/Action(s):
Move to release the Request for Proposals, for the City of Mankato Transit System, 2028 Transit Development Plan.
Summary:
Transportation planning is a cooperative, performance-driven process by which long and short-range transportation improvement priorities are determined. Metropolitan planning organizations, states, and transit operators collaboratively conduct transportation planning, with active involvement from the traveling public, the business community, community groups, environmental organizations, and freight operators. Mankato/North Mankato Area Planning Organization has programmed the assistance into their 2027 work plan.
The Federal Transportation Administration requires transit agencies to update their Transit Development Plan every five years. The plan will examine how the system functions as a whole and make recommendations for improvements.
Developing the plan will be a multi-year process beginning this fall and is estimated to cost $296,000; 80 percent of this expense will be provided by federal funding under the Urbanized Area Formula Funding Program (49 U.S.C 5307). The remainder ($59,200) will be the local share and is reflected in the Community Investment Plan budget.
The Request for Proposals (RFP) will be distributed seeking solicitations using a full and open competitive bidding process for projects over $175,000. Once a consultant is selected, review and approval by the Council will be required.
