Resolution authorizing the City Manager to enter into an Intent to Cost Participate Agreement with Blue Earth County for the development and design of Industrial Road and Lime Valley Road (CSAH 26) from the Union Pacific railroad tracks to North Riverfront Drive.

Blue Earth County is proposing a roadway reconstruction project on Industrial Road and Lime Valley Road (CSAH 26) from North Riverfront Drive to the Union Pacific railroad tracks. The City of Mankato maintains sewer and water utilities within CSAH 26 right-of-way. Due to the age and material of the sewer and water infrastructure along Industrial Road, it is recommended those utilities be replaced with the reconstruction project. This will ensure reliability of the utility systems and preserve investment in the roadway. The sewer and water infrastructure along Lime Valley Road is composed of modern materials and minimal improvements are expected.
 
This project will be led by Blue Earth County and is currently expected as a 2028 construction project. Blue Earth County will solicit and retain a consultant engineer to design the project. City of Mankato staff will collaborate with the County and its design engineer on the reconstruction of the utilities that are under the pavement that is being reconstructed.
 
The cost participation for the City of Mankato will be for design related to the replacement of the sewer and water lines along CSAH 26. This project will be programed into the Capital Improvement Program as a part of the 2026 budget process.
