City Council Regular Meeting
- Meeting Date:
- 09/14/2026
Agenda Item:
Resolution directing Traffic Control Change for all way stop conditions at the intersection of Dane Street and Marsh Street (west leg).
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
As part of the 2026, East Main Street resurfacing project, the intersection of Dane Street and Marsh Street (west leg) was placed into a temporary all-way stop-controlled (AWSC) condition. Staff anticipated the East Main Street resurfacing project could cause an increase in traffic volumes at this intersection. In general, the intersection functions adequately. However, shift changes from the adjacent Mayo Clinic cause traffic delays. The temporary AWSC provided an opportunity to see how the intersection would function under all-way stop control. City staff monitored the all-way stop operations on separate occasions, including during the afternoon Mayo shift change, and noted no operational concerns with the all-way stop condition. No additional operational concerns have been received from the public regarding the all-way stop operations.
The Dane Street and Marsh Street intersection is in the Hilltop area near Mayo Clinic Health System, Bethany Lutheran College, Washington Elementary School, and Mount Olive Lutheran School. Dane Street and Marsh Street are both two-lane roadways with one travel lane in each direction. The intersection is a side-street stop controlled on Marsh Street, which includes dedicated left and right-turn lanes. Dane Street provides a southbound through-right lane and a northbound through-left lane.
Prior to commencing of the 2026 East Main Street resurfacing project, the City received feedback regarding safety concerns at the intersection of Dane Street (MSAS 131) and west leg of Marsh Street (MSAS 110). The City requested assistance in evaluating changing from a side-street stop to an AWSC condition to help address reported safety concerns, which include both pedestrian and right-angle conflicts. The results of the evaluation are included in the attached memorandum. The memorandum recommends converting the intersection to an all-way stop control.
On September 8, 2026, the Site Plan and Traffic Advisory Committee approved the recommendation to bring these items to the City Council for resolution with no additional conditions.
