- Meeting Date:
- 09/28/2026
Agenda Item:
Resolution accepting feasibility report, ordering plans and specifications, and authorizing solicitation of contractor quotes for Capital Improvement Project 11264; Water Resource Recovery Facility (WRRF) Secondary Scum Pit Modifications.
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
The City of Mankato Water Resource Recovery Facility (WRRF) is proposing modifications to the existing secondary scum handling system to improve operational reliability, reduce maintenance requirements, and optimize solids handling performance.
The existing secondary scum pumping station was installed in 2015 to convey secondary scum to the Dissolved Air Flotation system. Operational experience has shown that the system requires recurring maintenance, including cleanouts, pump repairs, and removal of debris that can block the pumping equipment.
The proposed project will abandon the existing pumped conveyance system and establish a gravity-flow connection from the secondary scum pit to the interceptor sewer. The work includes removal and abandonment of pumping equipment and discharge piping, modifications to the existing scum pit structure, installation of new gravity-flow piping, electrical and controls modifications, and associated surface restoration.
The anticipated project schedule is as follows:
Staff recommends the Council consider these improvements per the attached feasibility report, order the City Engineer to prepare final plans and specifications, and instruct the City Manager to solicit quotes in accordance with the requirements of law.
Estimated costs and funding sources are noted below:
