Recommendation/Action(s):
Adoption of the attached resolutions.
Summary:
The Construction Services Department is in the planning stages for the 2027 Capital Improvement Projects and is requesting authorization from the Council to prepare feasibility reports for planned projects. The proposed projects include the following:
11274; Rita Road Reconstruction:
This is a city initiated full roadway and utility reconstruction project of Rita Road from Monks Avenue to its southern termini. The estimated project cost is $2.6 million, and this value would be refined in the feasibility report.
The work represents the first phase of a neighborhood reconstruction plan. Meadow Lane and E Welcome Avenue are adjacent to this project and expected to be reconstructed within the city’s 5-year community investment plan.
11276; 2027 Resurfacing:
City initiated pavement resurfacing project that includes the following streets and their utilities:
11275; Mills Street Watermain Replacement:
Reconstruction of a 1930s vintage watermain along Mills Street from 2nd Avenue to 3rd Avenue (CSAH 5). There is an existing watermain in this location that has experienced multiple breaks in the last 10 years. Currently, the existing water is valved off and not being utilized. This watermain should be reinstated to provide system redundancy and adequate fire flow protection to adjacent properties. The estimated project cost is $200,000 and this value would be refined in the feasibility report.
11268; CSAH 16 (Stoltzman Rd) Improvements:
Blue Earth County is planning a full depth reclamation (FDR) roadway surface improvement project along Stoltzman Road (CSAH 16) from Stadium Road to W Pleasant Street in 2027. The city has a sanitary sewer trunk main within the Stoltzman Road right-of-way. The existing sanitary sewer pipe is known to be undersized, and the city is considering up-sizing the sanitary sewer pipe in conjunction with Blue Earth County’s FDR improvement. The city has consulted with Braun Intertec to conduct soil borings along Stoltzman Road to determine whether the subsurface soils are able to support a new, larger diameter sanitary sewer pipe. The estimated project cost is $4.6 million, and this value would be refined in the feasibility report.
Staff recommends the Council pass the resolutions authorizing the Construction Services Department to prepare the feasibility reports for the listed projects.
The feasibility report provides the background of the project, the proposed improvements, the cost of the improvements and the method and amount of proposed special assessments. Approximate schedules of the projects will be provided in the feasibility reports with construction ultimately planned for 2027.
After the feasibility reports are completed, an improvement hearing will be requested for Council review and decision on the projects. The preliminary special assessments will be discussed at the improvement hearing and the reports will be received by the Council during the hearing. This is the basis of information to provide the Council with information to consider the project. The hearing allows all interested people to provide testimony to the council on the project for council deliberations prior to ordering the project. Should the council find the project feasible, a resolution is passed ordering the project designed and bids solicited for the work.

11276; 2027 Resurfacing:
City initiated pavement resurfacing project that includes the following streets and their utilities:
- Balcerzak Drive from Monks Avenue to Pohl Road. This is a bituminous mill & overlay and ADA sidewalk improvement project. Balcerzak Drive from Warren Street to Monks Avenue had a bituminous mill & overlay construction earlier this summer.
- Bruels Street from E Main Street to Glenwood Avenue. This is a stabilized full depth reclamation of the existing bituminous pavement.
- Miscellaneous ADA sidewalk replacements. This is a yearly budgeted project to replace non-compliant sidewalks throughout the city on a first come, first served basis.
- Miscellaneous alley improvements. Two alleys are included with this resurfacing project, and both alleys are full surface and utility reconstruction projects:
- Alley 5-357 from E Ruth Street to E Mabel Street, between N 2nd Street and N Broad Street.
- Alley 18-176 from E Cherry Street to E Jackson Street, between S 4th Street and S Broad Street.
