Recommendation/Action(s):
Motion approving 2018 Community Event Support Grant allocations.
Summary:
In 2017, the Council streamlined the requests for event support/funding with the creation of the Community Event Support Grant (replaced in-kind process). Grant applications were submitted by December 1, 2017, and reviewed by a grant panel consisting of Council and staff representatives. The grant review panel recommends a funding level of $4,475 (budgeted $7,500). The following is a summary of the requests:
Solstice ($2,805)
Solstice requested exclusive reservation and usage of Land of Memories Park and the campground for June 22 through June 25, 2018, for setup and tear down. Solstice will manage and reserve the campground; however, the city will be reimbursed the direct cost of one staff for 48-hours (three days) at $10/hour for a total of $480. The event is a two-day event: Saturday, June 23, and Sunday, June 25, 2018.
As in past years, there's a request for an extension of the usual park closing time of 10:30 p.m. to 11:30 p.m. on Saturday, June 23, whereas music will end at 10:30 p.m. allowing time for the attendees, bands, committee, and volunteers to depart. Solstice will provide their own security, volunteers, stage, porta potties, and garbage cans. This event is a fundraiser for the Children's Museum of Southern Minnesota.
Glow in the Park for Camp Sweet Life ($170)
Camp Sweet Life is requesting the waiver of rental fees, amplified sound permit, and parade fee for the "Glow Run" event to be held on Saturday, September 15, 2018. Camp Sweet Life provides youth with Type I diabetes an opportunity to connect with other kids with Type I diabetes and learn how to better take care of themselves and have fun in a summer camp environment.
This event has requested use of the Red Barn and Shelter #5; however, all runs and walks are to start and end at Shelter #3 (Riverside). The waiver of fees will include the use of Shelter #3, and the Red Barn if they wish to use it following the run.
The Spirit of Water . . . the way forward ($1,500)
The Minnesota River Congress is requesting to use Riverfront Park for the "Spirit of Water . . . the way forward" event which is a festival and informational event; to celebrate water and to learn of solutions for our water quality issues. They requested waiver of fees totaling $10,000, for security, sound system, amplified sound, canopy for bands, large tent, garbage/recycling, and toilets and sinks. They also provided brief information on fundraising that will take place in 2018 for the event, and indicated that the event would proceed if no funding was received. The review panel approved an amount of up to $1,500 in-kind for staff assistance.
