City Council Regular Meeting
- Meeting Date:
- 01/08/2018
Agenda Item:
Motion to amend Rehabilitation Program Guidelines and Policies for Emergency Assistance.
Recommendation/Action(s):
At their December 11, 2017 meeting, the Economic Development Authority recommended adoption of the amendments.
Summary:
Existing Owner Occupied Guidelines and Policies were adopted in 2013, and were amended in 2015 to increase the maximum loan amount from $20,000 to $25,000, and for general improvements to the guidelines on administrative processes.
Staff has seen a need in the past few years for emergency repairs, a common need includes financial assistance to replace a furnace during the winter months. The proposed amendment would provide funding, up to a maximum amount of $5,000 per household, in the form of a deferred loan which would be available to low-to-moderate income households, which is similar to other cities with emergency repair programs.
The funds would be eligible for repairs in emergency situations to alleviate dangerous, hazardous, and/or unsanitary conditions creating an immediate danger to the household’s health or safety. Eligible properties would not be restricted to the targeted area for housing rehabilitation and may include manufactured homes. Emergency repairs may include roofing, heating, or other elements determined by the rehabilitation specialist or administrator to be urgent. A redlined version of the guidelines and policies are attached.
The EDA reviewed the amendments on December 11, 2017, and recommended approval. Council approval is required because the guidelines also apply to CDBG funding and the Council is designated by HUD as the responsible governmental unit for CDBG funding.
