Motion approving the Preliminary Plat review of Groh Farm Subdivision No. 2. The subject property is described as Outlot D, Groh Farm Subdivision; by request of Drummer Land Investments.

Recommendation/Action(s):

At the July 27, 2022, meeting, the Planning Commission recommended the following findings:
 
General Requirements
  1. The site is designed in conformance with the existing location and widths of streets, the general drainage situation, lot sizes and arrangement. 
  2. The preliminary plat depicts all the land of lots of record. 
  3. A utility study is being prepared and will be submitted to verify compliance with the city utility requirements. The study shall address future utility services to the site. 
Streets
  1. The street right-of-way widths conform to the standards listed in Chapter 11 of the Mankato City Code. 
  2. The proposed subdivision does contain Bassett Drive (80'), Evergreen Drive (60'), and Balsam Drive (60'). 
Easements
  1. The preliminary plat provides standard easements required in Chapter 11 of the Mankato City Code. 
Block Standards
  1. The blocks within the subdivision were designed for the intended end use as single-family dwellings and multiple-family dwelling lots. 
     
  2. The blocks within the subdivision were designed around the existing Groh Farm Subdivision plat and transportation corridor including Bassett Drive, Evergreen Drive, and Fraser Lane. 
Lot Standards
  1. The lots within the subdivision are intended for residential development, including single-family dwellings and multiple-family dwellings. The lots are designed in conformance with the standards set forth in Chapter 10. 
  2. The concept plans submitted for the property depict areas for off-street parking for the proposed single-family dwellings and multiple-family dwellings. 
Public Sites and Open Spaces
  1. The applicant will be making a park land dedication on the southwest corner of the subdivision.

Summary:

Drummer Land Investments is requesting a preliminary plat review for Groh Farm Subdivision No. 2. The subject property is described as Outlot D, Groh Farm Subdivision. The property is located to the south of Madison Avenue and to the east of County Road 12.

The Land Use Plan designation of the area is Medium Density Residential. The preliminary plat depicts the lot divided into two different zoning districts (R-2 and R-3). Both of the proposed zoning districts, R-2 and R-3, will need to conform to the standards set forth in the Medium Density Residential Classification. Lot 1, Block 5 is shown as R-3 with a concept for grouped housing development. Blocks 1-4, and 6 and 7 consist of 73 lots ranging in size from 7,500 square feet to 15,506 square feet in area and are depicted for R-2 zoning designation.

The proposed road network for the subdivision connects to the proposed Bassett Drive extension. Bassett Drive will connect from County Road 12 to Fraser Lane. The proposed right-of-way width for Bassett Drive is 80 feet. The preliminary plat depicts sidewalks on both sides of Bassett Drive. The other roads within the site are Evergreen Drive and Balsam Drive. Evergreen Drive has a 60-foot-wide right-of-way and extends from Bassett Drive southward to its terminus near County Road 12, or the southwest corner of the subdivision. A sidewalk is depicted on the east side of Evergreen Drive. Balsam Drive has a 60-foot-wide right-of-way that extends from Bassett Drive on the northeastern side of the subdivision and connects to Evergreen Drive. Sidewalks are depicted on the western and northern sides of Balsam Drive.

Utilities will be extended from Madison Avenue to the site via connections within the Evergreen Drive and Fraser Lane rights-of-way. Storm water will be directed to the system of ponds located on the southern portion of the subdivision. The ponds will outlet into the wetland complex located to the south of the subject property.
 

The property is adjacent to a public water wetland and will need to be reviewed for compliance with the shoreland ordinance including setbacks and lot sizes. The preliminary plat depicts buildable areas for lots 6, 7, and 8, Block 3 within the depicted 150-foot setback from the ordinary high-water level. Portions of Lots 2-12, Block 3, and storm water ponds as part of Outlot B are located within the 150-foot setback.

Wetlands on the site have been delineated and will require sequencing prior to the submittal of the final plat, and potential replacement, prior to any impacts. The wetland sequencing shall also address the wetland located with the portion of the property being dedicated to the City of Mankato for parkland. The dedication of parkland will be required prior to affixing signatures on a final plat.
