Resolution considering bids for project 20170; Tourtellotte Pool/Bathhouse.

Summary:
On June 13,2022, the Council adopted a resolution receiving the final design and ordering an advertisement for bids for project 20170, Tourtellotte Pool/Bathhouse. Bidding documents and advertisement for bids were available on June 20 and bids received on July 15, 2022.
Five complete bids were received that conformed to the bidding requirements. The bids are summarized below and include the alternates (slide and lift):
The engineer’s estimate for the project, including alternate (water slide and lift) was $6,390,800.00. The lowest bid (Ebert Construction) was $2,044,480 over the estimate or 32%.
As available funding and sales tax capacity is a critical factor for this project and other sales tax projects, staff recommends rejecting the bids and rebidding the project with some adjustments to the project specifications and timeframe. A bid alternate is recommended for the equipment building using concrete blocks instead of poured concrete. Another possible specification change is for the ceiling finishes utilizing a panelized system. Staff also recommends extending the completion date from the fall of 2023 to the Spring of 2024 (May 24, 2024). This would still allow the pool to open as originally expected for the 2024 season and would provide some schedule flexibility for contractors. The bidding documents require the contractor to test and operate the pool and building systems equipment prior to turning the project over to the city.
Rebidding does come with the risk that bids may come in higher. However, considering the existing bids received compared to the estimate, there is still time to adjust the scope of the project, rebid, and the pool could still be ready for the 2024 season as originally contemplated. Staff recommends rejecting the bids and proceeding with the rebidding process.
