Resolution authorizing the City Manager to enter into Amendment #1 for Professional and Technical Services Contact Number 1048714 with the Minnesota Department of Transportation (MnDOT) for Phase I Architecture-History Investigation - Kern Bridge Rehabilitation.

Summary:
In August 2019, the City of Mankato submitted a Letter of Intent expressing interest and commitment to relocating the Kern Bridge as part of the Minnesota River Trail system, providing a pedestrian crossing of the Blue Earth River between Land of Memories Park and Sibley Park. The results of the letter selection resulted in the City of Mankato having the top score with 522 points, and an invitation to submit a full application for the relocation of the historic bridge.
In November 2019, the City of Mankato submitted a full application for installation of the Kern Bridge as outlined in the Letter of Intent. This application outlined the proposed installation location, construction methodology, and proposed design and historical team. Also included were planned funding sources and Federal Aid project delivery history.
The City of Mankato was notified in January of 2020 that it was selected to be the new owner of the Kern Bridge and to receive federal funding to relocate and rehabilitate the bridge. The funding is currently scheduled for FY 24 and FY 25. This would anticipate construction starting in late 2023 or early 2024. Due to the uniqueness and complexity of the project, it is anticipated to take 12-18 months to perform preliminary design and permitting for the project with an additional 9-12 months needed for final design and development of constriction documents.
As a part of the preliminary design for the relocation of the Kern Bridge, it is necessary to engage the services of an architectural historian. The services provided will include elevation of architectural and historical resources in the area of potential effect of the project. Additionally, guidance will be provided on design and construction elements to ensure that the structure will be eligible for placement on the National Register of Historic Places. A maintenance plan will also be provided to ensure that the future maintenance and repair activities are done in compliance with the requirements of being listed on the National Register of Historic Places.
This work will be performed by Hess, Rosie and Company, Ltd. Due to the unique nature of this work and the use of Federal Funds, MnDOT is contracting directly with the consultant. MnDOT, in turn, is contracting with the City of Mankato for the local share of the professional services. The total cost of the professional services is estimated at $55,676. The City of Mankato is responsible for 20% of this cost, or $11,135.20. The balance is funded through MnDOT.
The amendment is to add $250 to the overall approved contract budget. These additional expenses are for mileage and parking fees for Hess, Rosie, and Company, Ltd. staff. The cost split for this additional cost remains at 80% federal funds, 20% local funds. This will increase the overall contract cost to the city by $50.00 for a total of $11,185.20.
