Resolution authorizing the City Manager to submit an application for Greater Minnesota, Local Highway Safety Improvement Program (HSIP) Federal Safety Funds for the improvement of the intersection of Hoffman Road and Victory Drive.
Recommendation/Action(s):
Adoption of attached resolution.
Summary:
In mid-July, the Minnesota Department of Transportation (MnDOT) released a solicitation for Local Highway Safety Improvement Program (HSIP) Funding. The purpose of this funding is to achieve a significant reduction in fatalities and serious injuries on all public roads.
The solicitation is only for 2023 funds and will need to be used for a project that has a demonstrated safety issue such as a fatal or serious injury crash. The program typically funds projects with a cost share of 90% federal and 10% local. However, this round of funding will be piloting a 100% federal, 0% local share on select projects. The maximum award is $500,000 per project, per agency for multi-jurisdictional projects.
Staff has reviewed various segments of roadway within Mankato and is recommending submitting an application for the improvement of Hoffman Road and Victory Drive (CSAH 82). In preliminary discussions with Blue Earth County, they are supportive of the project. The total project cost is estimated at $1.2 million, with federal funding at $1 million. The remaining costs would be 100% state aid eligible.
If, for some reason, the level of funding awarded is not at a level that creates a palatable project for the city, staff will request that the application be withdrawn and funding be allocated to the other ranking projects.
