Resolution authorizing the City Manager to enter into grant agreements with the FAA and MnDOT for Capital Improvement Project 11118; 2024 Airside Improvements at the Mankato Regional Airport (MKT).
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
The 2024 Airside Improvements project scope consists of the engineering and construction work for pavement rehabilitation of the concrete surface of Runway 15/33 and the asphalt surface on parallel Taxiway A. The work will include the sealing of cracks, repairing joint sealants, repairing spalls, and application of seal coat and pavement markings.
The bid package for this project included the crack sealing on Runway 15/33 and Taxiway A as a base bid with sealcoating and striping Taxiway A as a separate bid alternate. It was assembled this way based on possible funding limitations this year by the FAA and MnDOT Aeronautics, so the most favorable project, the crack sealing on Runway 15/33 and Taxiway A could proceed if funding limitations are placed on the project.
On May 13, 2024, the City Council conditionally awarded the 2024 Airside Improvements (base bid and bid alternate) to Fahrner Asphalt Sealers, LLC of Oakdale, MN in the amount of $192,357.64 pending confirmation that FAA and MnDOT funding are available and dedicated for this project and on August 20, staff received Grant Agreement 3-27-0055-035-2024 from the FAA acknowledging an encumbrance of $202,552 for their share of the project. Once this grant agreement is approved by the Council and fully executed, a MnDOT companion grant will be received by staff acknowledging an encumbrance of approximately $11,000.00 for their share of the project, making the City share of the project approximately $11,000.
Sources and uses presented to the Council on May 13 when the conditional award was approved are as follows, and while the amount in the federal grant varies slightly with what was presented on May 13 ($202,552 versus $200,121.88), the state and local will likely be slightly lower when we receive the MnDOT grant.
