Review
The property located at 1918 S. Riverfront Drive has a zoning designation of B-1, Community Business District. However, the current use of the property is a single-family residence. The property owner is seeking a rezoning of the property from the current B-1, Community Business District, to R-T, Residential Transition, to be more in line with the current use. The rezoning to R-T is intended to serve as an area of transition between residential development and commercial and industrial development and the uses that are allowed in the district are limited to existing one- and two-family dwellings. The change in zoning will allow limited future residential improvement on the property.
The rezoning of the subject parcel from B-1 to R-T has occurred in this neighborhood before. Just to the Northeast of the subject property, nearby properties, located at 521 and 523 Park Lane have also been rezoned from B-1 to R-T. This occurred in 2002 and also served as the catalyst for the rezoning of six other adjacent lots on Block 183 of the Plat of West Mankato from Commercial to Residential zones. Despite all this rezoning in the neighborhood, none of the real land uses changed. The subject parcel, aforementioned lots, and adjacent lots have continued to operate as single-family homes since at least the 1890s - early 1900s. Therefore, the rezoning of the subject parcel would not impact the overall character of existing developments in the immediate vicinity. This also demonstrates that the proposed rezoning is consistent with the goals, objectives, and policies of the Comprehensive Land Use Plan, as it has been judged so in the past.
As previously stated, the change in zoning from commercial to residential would allow for limited future residential improvement on the property, particularly a garage.
