Request of Civil Site Group, on behalf of the property owner, for a conditional use permit to allow a drive-thru between the primary building and the frontage and for a certificate of design compliance for the construction of a new, approximately 5,200 square foot structure in the Highway Gateway Overlay District. The subject property is described as Lot 8, Block 1, River Hills Mall Addition (1896 Adams Street).

An existing building located on the site, and is proposed for demolition with the current proposal.

The property is zoned B-3, Highway Commercial District. 

Review

Civil Site Group, on behalf of the property owner, is seeking consideration for a conditional use permit to allow a drive-thru between the primary building and the frontage and for a certificate of design compliance for the construction of a new, approximately 5,200 square foot structure in the Highway Gateway Overlay District.

The subject property is located at 1896 Adams Street and is legally described as Lot 8, Block 1, River Hills Mall Addition.

Plans submitted by the applicant show the removal of the existing structure on the lot located on the easterly side of River Hills Mall adjacent to Highway 22.

Proposed construction includes a new, approximately 5,200 square foot car wash building, which will be location of Tsunami Express Car Wash. The use is allowed in the B-3 zoning district, and given the location of the drive thru, a conditional use permit is being sought. Site plans also show an approximately 100 square foot employee sales booth, a 100 square foot vacuum pump house and a dumpster enclosure.

The applicant is also seeking a certificate of design compliance for the new structure. Because the lot is located in the Highway Gateway Overlay District, the new structure will need to achieve the district’s locational and design criteria. The proposed building will be situated approximately 16’ from the easterly property line, and will be constructed of a mixture of brick, cast stone, split face concrete masonry units, a stucco-like product, EIFS, metal and aluminum storefront window systems.
