Resolution rescinding resolutions R-89-1113-3284 and R-2021-1026-218 and Resolution directing parking control on North Second Street on the east side of North Second Street.
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
A petition was submitted by Immanuel Lutheran Church to modify the parking on the east side of North Second removing all the parking restrictions established by resolutions R-89-1113-3284 and R-2021-1026-218 and installing no parking on the east side of North Second Street from the intersection of North Second Street and East Spring Street to a point 95-feet south of the intersection of North Second Street and East Spring Street.
The reasoning for their request is to provide additional parking on North Second Street due to ISD 77 no longer using the east side of North Second Street for a bus transfer point that was established in 2021 and retaining the area north of their driveway into the parking lot for their school bus drop-off and pick-up location and drop-off and pick-up operations during other church services and activities.

The request was reviewed by the Site Plan and Traffic Advisory Review Committee on September 10 and approval was recommended with the condition that the action does not take place until the Riverfront Drive project is substantially complete and open to traffic.
Staff recommends Council approve the resolution rescinding resolutions R-89-1113-3284 and R-2021-1026-218 and resolution directing parking control on North Second Street on the east side of North Second Street with the condition that the action not take place until the Riverfront Drive project is substantially complete and open to traffic.
