Report on project and motion approving Change Orders for All Seasons Arena.
Recommendation/Action(s):
Motion approving change orders.
Summary:
The All Seasons Arena project continues to progress; however, several issues have been discovered over the course of the summer. Unfortunately, this has pushed our scheduled completion for Phase 1 back roughly 7 weeks. Some of the large and impactful issues have included elevated water levels under the south rink floor, insufficient concrete edge around the south rink perimeter, and no topping layer on the precast concrete planks that make up the second floor. Staff, along with the design team and contractors, have developed solutions to each of the identified issues and work is continuing to move forward towards a new completion goal for Thanksgiving.
Expansion
The expansion for the ice plant room is progressing and received its rubber roof in early September. The underground work in the room is complete, and the concrete floor was poured in mid-September. The room is now weather tight with the equipment pads poured, and the epoxy flooring scheduled for the week of October 14. Equipment will begin being delivered the following week.
South Rink Reconstruction
The rink contractor has completed the concrete perimeter, allowing for the proper thickened edge as well as the drain tile under the rink to ensure a dry subgrade to build the new rink floor. The rink floor is anticipated to be poured in late October and requires a 28-day cure time. Staff have worked out a plan with the testing firm and the contractor to cast several extra concrete cylinders which will be tested starting at 21 days. If the concrete reaches its required strength ahead of the 28 days, then the rink will be turned over to staff to start the ice building process.
We are also identifying options for hiring a contractor to bring in specialized equipment to assist in the ice building process to allow for near continuous operation and remove that burden from the operations staff.

The general contractor is progressing with the remodel. A resolution has been designed for the lack of topping on the second floor precast concrete floors that includes a thin application of a cement product that was limited to less than 1 ½” due to weight concerns. The original plans from the manufacturer in Savage were procured in order to calculate the rating of the existing panels. With that finalized, work is advancing quickly with nearly all the mechanical and plumbing rough-ins completed. Drywall has been installed and painting is currently underway. Staff is coordinating the licensing and inspection process for the concession stand to coincide with the completion of construction.
Staff is recommending approval of the following change orders.

The above change orders total $80,513.54. If approved, the owner contingency will be reduced to $136,137.02. The All Seasons Arena Board has conditionally approved the change orders pending consent by the partner jurisdiction.

CO #6 includes the following:
- Increase for an updated infill detail for the old staircase requiring more grout in the precast concrete panels
- Increase for stone installation to fill in the area of the removed pedestrian ramp, stone was salvaged for reuse
- Increase for replacement flooring around the south rink – removal was required to accommodate the work to repour the perimeter concrete
- Decrease for replacement of sidewalk with rock mulch around the exterior of the addition
- Increase for filling in and finishing the existing rink wall at the circulation/viewing entrance
- Increase for relocation and reinstallation for the elevator room exhaust fan due to ceiling height conflict
Laketown Electric, Trade Package 26A
Change Order #3, $3,648
CO #3 includes the following:
- Increase for a replacement ¾” conduit for speaker wire to run from the announcer’s booth to the speaker control cabinet in the South Rink
- Increase for electrical modifications in the South Rink Zamboni Room to accommodate the mezzanine access stair installation.

Change Order #1, $17,170.75
CO #1 includes the following:
- Increase for rerouting of roof drains into catch basin to allow for jetting if plugged in the future
- Increase for capping the existing water service at the main as required by the City of Mankato
- Increase for modifications for the roof drain overflow intake pipe and reroute
- Increase for the additional work to remove the existing pedestrian ramp on the west façade
The above change orders total $80,513.54. If approved, the owner contingency will be reduced to $136,137.02. The All Seasons Arena Board has conditionally approved the change orders pending consent by the partner jurisdiction.
