Resolution adopting the 2025-2029 Strategic Plan.

Recommendation/Action(s):

Adoption of the attached resolution.

Summary:

The Strategic Plan is a road map that helps guide city service and initiatives needed by detailing challenges and strategies to address those challenges over the course of the next five years. The plan identifies opportunities for strategic focus that will help to drive resource allocation during the budget and capital investment planning process, focus on the work of personnel, and assure that the City’s vision to “lead the way as a vibrant, diverse regional community” continues to be reinforced. 
 
This strategic plan was the result of significant community, elected official, staff, and partner input. This year-long plus process included over six months of engagement comprised of a strategic planning council retreat, nine community focus groups, 907 online survey responses, two community town halls, three staff work sessions, one greater Mankato growth meeting, seven vision action labs, three strategic planning committee meetings, and 23 community review survey responses. The result was six goal areas to focus on over the next five years, along with accompanying outcomes and actions. The six goal areas the city will prioritize include Housing, Economy, Community Safety, Community Connection, Sustainable Infrastructure, and Adaptive Organization.   
 
Although the initial plan is complete, there are many “next steps” that will help assure that the strategic plan is realized. As with any plan, the ways to achieve success for any given goal may change throughout the five-year plan. The annual budget and capital investment plan will be influenced by the strategic themes and provide an annual opportunity for the Council to catalyze achievement and set operational goals for the coming year.  Key Performance Indicators (KPI’s) will be reported on to help track performance towards these goals and staff will be sure to check in with the Council on an ongoing basis to report on results and next steps.
