Review
Complete Construction is requesting a preliminary and final plat, an amendment to the existing Planned Unit Development, and vacation of an easement.
Preliminary and Final Plat
The Prairie Acres subdivision shows one lot, one block. The subject property is zoned R-3 Limited Multiple-Family Dwelling District. The minimum standards for lots within this zoning district are to have a minimum of 10,000 square feet for the first 4 units, plus an additional 600 square feet of lot area for each dwelling unit in excess of six units, and to have a minimum lot frontage of not less than 80 feet. The new subdivision will be 8.22 acres, and will meet the minimum requirements for platted lots within the zoning district.
Amendment to the Plan Unit Development
The applicant is also requesting an amendment to the original planned unit development. The original Planned Unit Development was approved by the Planning Commission in September 2016 and approved by City Council in October 2016. The original Planned Unit Development was approved for a grouped housing project for construction in multiple phases, which consisted of 3 eight-plex buildings, 13 six-plex buildings, and 3 four-plex buildings for a total development of 114 total residential slab-on-grade homes. Of those listed, only 2 eight-plex buildings and 3 six-plex buildings were constructed for a total of 34 units in phase 1 of the development. The rest of the development remains undeveloped.
The amended planned unit development is proposed to change the number of units, appearance of the units, and parking. The proposed planned unit development consists of 11 four-plex buildings and 3 six-plex buildings for a total of 62 units of residential slab-on-grade homes. The 62 new, townhome style and the existing 34 units will have a total unit count of 96, which is 18 units less than the original proposed unit count.
Access to the site is available from Prairie Winds Drive or from Prairie Rose Drive. Public utilities are available to the site from both locations as well. The buildings will be accessed by an internal private road that will be maintained by the owner's and/or owner's association. Near the middle of the site plan, 3.16 acres of green/open space for common use for the development is depicted. The applicant intends to use this open area and install a playground for the development to use.
The four-plex unit exterior elevations show white lap siding and cream lap siding. The siding colors on six-plex are white and light gray. Each of the units has a 2-stall garage and a patio on the back side of the home. The floor plans for each unit show a two stall garage on the main floor with a kitchen, living room, and bathroom. The 2nd floor of the units shows a den, 4 bedrooms, and 2 bathrooms.
The applicant has asked for flexibility from the 25% rental density ordinance. The developer will provide five surface parking stalls per unit and each unit will have two garage stalls for a total of 7 stalls per unit. Being that the property is within the R-3 zoning district, rentals are required to have no more than 5 parking stalls per unit. The site plan shows that there will be 310 surface parking stalls plus two additional parking stalls within the garage.
The applicant has also submitted a landscaping plan, snow management plan and emergency truck turning movements, stormwater plan, and traffic study.
Easement Vacation
The applicant has requested to vacate utility easements that are located in the center of the same property.
The applicant is seeking vacation from the subject easement area because of the new site plan and reconfiguration of the parking lots and buildings on the site.
