Update on Capital Improvement Project 10706: Lake Street Pump Station and motion approving change order number 1.
Recommendation/Action(s):
Approve the motion.
Summary:
Construction work on the Lake Street pumping station project began in August and the work is essentially broken down into four areas: architectural; electrical, utilities, and mechanical. Architectural work began first and is nearly complete. All the exterior stonework is complete except for the wall cap stones. The roof membrane and skylight/access hatch have been replaced, and the maintenance catwalk has been installed in the lower wet well. Portions of the low voltage building electrical were taken offline to accommodate safe building demolition, but the station remains fully operational.
Certain electrical components have long lead times and the electrical contractor plans to commit to a schedule once they have all the components on hand to ensure the station can be activated if necessary. The utility work, which consists mainly of installing two additional gate structures, began the week of December 1and is anticipated to be completed within the next two weeks.
The bulk of the mechanical work will be completed at the same time as the electrical work and staff anticipate this will be the last work completed. Substantial completion for this project is September 30, 2025, with final completion December 30, 2025. There are currently no known issues that would delay the completion of this project on time.
Change order 1 is related to the original sizing of the standby power generator, which was sized to operate two of the three 75 HP motor driven pumps housed within the station. After the project was bid, it was determined that the generator should be sized to run all three of the pumps together with two sanitary sewer lift station pumps from a nearby city lift station at the same time. The recommended generator size increased from 175kW to 275kW and the associated overall fuel tank size was also increased to 150 gallons to accommodate the larger generator as it will consume more fuel.
Staff recommends the approval of change order number 1 so all three 75 HP motors and the two sanitary sewer lift station pumps can be operated at the same time, which will reduce the possibility of storm sewer and sanitary sewer backups during high water events.
Funding for this $34,618.00 change order will come from the $189,293.00 in construction contingency approved by the Council at the time of the bid award, which ultimately comes from the stormwater utility fund.
