Resolution authorizing additional purchasing of Water Meters utilizing American Rescue Plan Act (ARPA) funds.

On December 13, 2023, the Council approved bids and entered into a contract with United Systems & Software, Inc., and Badger Meter Company for water meters and remote encoders, which allowed the purchasing of multiple items with set costs through December 31, 2024. Additionally, the Council allocated $3,500,000 in ARPA funds to be used for Water Meter replacement. Of the original $3,500,000 allocated, $2,050,500 has been used to purchase meters and encoders and $513,905.12 was recently awarded for meter installation. This authorization would allow the City Manager to execute a purchase agreement for additional meters and ERT's while utilizing the remaining $935,594.88 in allocated ARPA funds for this project. The purchase of these additional meters exceeds city staff's initial 2023-meter life cycle replacement schedule and better positions the city for future water meter change outs.
