Resolution authorizing the City Manager to submit an Arts and Cultural Heritage Fund Veterans Memorial and Commemorations grant application to the Minnesota Department of Administration for Veterans Memorial Bridge.

Summary:
The Minnesota Department of Administration is accepting applications for the Arts and Cultural Heritage Fund (ACHF) Veterans Memorial and Commemorations grant program. The program offers grants to be awarded to groups celebrating, recognizing, and honoring sacrifices of those who served in the military, including memorials, commemorations, facilities, and park features.
Applications are due January 24, 2025. The total funding available for State Fiscal Year 2025 is $102,375. The Minnesota Department of Administration anticipates up to 10 awards may be made. There is no funding match required.
In December 2024, the City sought input on specific design features of the updated Veteran’s Memorial Bridge as part of a Minnesota Department of Transportation (MnDOT) project. The project includes the bridge and ramp interchange at Highway 169 and Belgrade Avenue. It involves repairing the Veteran’s Memorial Bridge, replacing interchange signals, improving ramp pavement, and updating bicycle/pedestrian accommodations. Community input was gathered on the railing shape and metal emblem shape that will be featured at set intervals along the bridge. There will be six double-sided metal emblems made from Corten steel, honoring veterans. These designs have been reviewed and approved by local veterans, with one side featuring a graphic and word representing military service and the other side displaying a star and laurel wreath. The City of Mankato would be seeking up to $102,375 in ACHF grant funds to assist with the costs of metal emblems, honoring veterans.
If a grant is awarded, the final grant agreement will be submitted to the City Council for approval prior to execution. It is anticipated grant awards will be made in April 2025.
