Review

The applicant is requesting a conditional use permit to allow operation of a child care facility in a B-3, highway Business District address. The proposed facility is 4,577 square feet, and would be located on Bassett Drive, to the east of Star Street.

The facility would be operated as a commercial daycare, with hours of operation from 6:30 AM to 6:00 PM, Monday through Friday. The operation narrative mentions that there will be 6 classrooms, restrooms, office space, storage, laundry room, and mechanical areas. The floor plan also includes a door leading to the enclosed fenced outside yard. The outside play areas as proposed are the existing playspace and total 2,430 square feet. No exterior improvements are proposed as part of this use. 

The daycare will be licensed for around 62 children in the building at a time. There will be parking for the proposed use that achieves the standards in the Mankato City Code. The daycare will have 5 teachers as well as 5 teaching assistants. The elementary school parking standard, also used for daycare operations, requires one parking space per staff member plus one parking space per two classrooms. Thus, 13 parking stalls are required for the daycare. The neighboring tenant requires 20 stalls. In all, 33 stalls are required. The site provides 39 stalls. The applicant is proposing using some stalls for drop off and pick up purposes where the guardians of the students can park their cars and walk them in to the day care. The parking areas are governed by a lease between the property owners, resolution of disputes and concerns associated with drop off and pick up resolution will be the responsibility of the property owners.
